19 of the Russian's 21 championships have been achieved on hardcourt
A resurgent Medvedev won his first championship for over two years with victory over opponent Moutet in the competition final.
The athlete, a former top-ranked player, has endured a torrid period, managing just one win at the big events and suffering a difficult moment at the American major.
His unpredictability on the tennis tour - and struggles with his serve in particular - caused him falling of the elite rankings and eventually separating with former coach his previous coach.
Currently training with Thomas Johansson and Rohan Goetzke, Medvedev has consistently advanced in the recent weeks - climaxing in a closely contested competitive victory over Frenchman Moutet.
This marks the player's initial title since the Rome competition and initial on a hardcourt from spring of 2023.
The win also means the Russian has achieved 21 championships at twenty-one distinct tournaments.
"For the first time I'm at a event with my two daughters simultaneously, so to secure a title is really nice," said world number 14 Medvedev.
"This victory is in dedication of my second daughter my daughter, because the initial championship I won when my child Alisa was born was for her."
Medvedev, the past champion, had lost his previous six finals, comprising in that event in the past months.
His defensive play style and frequent reactions on the tennis court had led commentators to doubt if his capacity to play at the elite level was concluded.
But the 29-year-old has made changes in recent weeks, making an effort to come to the net and compete aggressively, backed up by an improved service.
The champion recovered from a disadvantage in the first set against the tricky Frenchman, taking four of the last five exchanges to gain the advantage.
Both players exchanged breaks in the second set before the challenger, striving for his maiden ATP Tour victory, gained dominance to create a final set.
Moutet rescued four early-game chances in a close third set before Medvedev broke to that score to secure the win.
Suitably, Medvedev clinched victory with a point at the net area, with the Frenchman unable to handle a shot after over two and a half hours.
